"In Seville, the Heads of Government allowed themselves to be somewhat carried away by the intoxicating spirit of flamenco. This is the only way I can explain their decision. The final declaration referred to ‘an’ accession treaty for all candidate countries, while in Laeken, treaties were still mentioned in the plural.
