"Mr President, on a point of order, I should like to speak briefly about the American position on the International Criminal Court. We should be grateful to our American allies for the enormous contribution they have made to peace-keeping operations in Europe. We should recognise, as America recognises, that one of the primary functions of the nation state is to protect the rights of its citizens in its own courts and we should respect the Americans' view that their ability to exercise that responsibility would be prejudiced if they allowed their soldiers or other American citizens to appear before that court."@en1
