"The Commission communication, “Sustaining the commitments, increasing the pace” has made it possible to draw up a complete inventory of the “specific provisions of the Lisbon strategy in the field of entrepreneurship” and to underline the ways in which these still fall short when it comes to small enterprises and businesses. Progress in a large number of areas must still be made in order to support and develop apprenticeship, which is dogged by a poor image in many European countries. It is time to promote apprenticeship as a modern and dynamic form of training. I am therefore delighted that, by adopting Mrs Vlasto’s report, the European Parliament is offering, via the measures I have proposed by way of various amendments, to put in place a genuine policy in favour of apprenticeship, consisting of the following: an Erasmus-style exchange programme with a view to encouraging mobility among apprentices; a European statute for apprentices and training exchange grants to enable apprentices to link up with entrepreneurs; a policy to support small enterprises and craftsmen in connection with the European training pathways to which I have attached a lot of importance; and, finally, training networks, set up for the purposes of these pathways, to act as lifelong vocational training outlets."@en1
