"Madam President, on the subject of fisheries, this report does not carry out a detailed analysis of the overall advantages of the structural funds and of the amounts allocated for each programme, for example the management of fishing fleets, decommissioning, fish farming etc. The Green Paper asks whether the FIFG has contributed to the sustainability of fish stocks or whether it has introduced a distortion into the industry. Have all the resources allocated to the restructuring of the fleet contributed to the creation of a fleet which has selective fishing methods, high-quality products and a maximum employment rate, or have they simply had the effect of speeding up the process of industrialisation, squeezing out the small vessels and turning them into large vessels, with all the social and economic consequences that that implies? The Commission will have to try to answer this question during the current debate on the common fisheries policy."@en1
