"President, I want to congratulate the rapporteur on her persistence. This report contains provisions for the listing and phasing out of environmentally harmful subsidies and for environmental taxes at appropriate national or Community level. As well as this, all legislation arising from the strategies will be adopted under co-decision. The improved management and use of natural resources as well as waste management is an essential step if we are to establish a more sustainable production method and pattern of consumption. The programme supports a reform of subsidies which have had an adverse climate effect. It clarifies the target for holding climate change by stricter reduction targets in the second period of the Kyoto Protocol. It also seeks to reduce greenhouse gas emissions from industrial production by providing incentives with the development of environmentally friendly, benign alternatives. The report is, of course, not perfect, but it will prove itself in the concrete implementation. I hope, therefore, that we can all support it."@en1
