"Mr President, the funding of destructive embryo research is against the constitutional position of Ireland, as it is against the constitutional, legal or political position of four other Member States. The European Union does have competence in research and technological development – Title XVII of the EC Treaty. This has to be exercised the activities carried out in the Member States – Article 164 of the EC Treaty – and always in accordance with the principle of subsidiarity – Article 5 of the EC Treaty – and respecting the national identities of its Member States – Article 6 of the EU Treaty. Therefore, contrary to the opinion of the Commissioner for research, the EU does not have the right to overrule national legislation, regulations and ethical guidelines or to insist that Member States have a duty to draw up regulations in the field of embryo research. I regret the Irish Government's silence regarding the unacceptable situation whereby Irish taxpayers are obliged to fund destructive embryo research under its participation in EU funding and I reject EU funding of destructive embryo research as contained in the Caudron report, in line with the majority view in the PPE-DE Group."@en1
