". – Mr President, I should like to thank the Council for the detailed summit conclusions it gave us, as well as the appreciation that there was a real need to have a look at a long-term strategic view of the transatlantic relationship, taking into account security and political and economic aspects. This was at the heart of the report adopted by the Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy by 40 votes to 5. I would remind the Commissioner not to personalise debates in the way he did – although there was an element of humour about this – because I represent the views of the committee and the amendment he referred to was adopted unanimously by my group. We hope that in time the Commission will fall into line with most of this House and the Council in understanding that there is a need for a longer-term review. That is what we have requested, and we expect a strategic report to be presented by 30 September 2003. I hope the Commissioner can produce that for us."@en1
