The report we have just voted on in some ways improves the proposal submitted to us by the Commission. It is to be regretted, however, that, having decided to create a common asylum policy, the European Union is now confining itself to establishing a set of minimum standards, appearing to ignore the fact that the men and women for whom they are designed deserve all our support, given the wretched conditions that have, as a rule, led them to seek refuge in a Member State.
Moreover, as a matter of fact, we can only reject the aim expressed by the Commission to establish these ‘minimum standards’ as simply a measure to limit the secondary movements of asylum seekers prompted by the differences in reception conditions between the various Member States."@en1
