"Question No 5 by Francisca Sauquillo Pérez del Arco (): By 6 March 2002, according to information published by the Council itself, only four of the European Union’s Member States (Denmark, Finland, UK and Sweden) had ratified the Cotonou Agreement signed on 23 June 2000. To date, only Belgium and Italy have begun the relevant ratification procedures; the ratification of the Agreement by the European Community took place on 16 January 2001, after the European Parliament had given its assent. What are the Council’s forecasts for the ratification of the Cotonou Agreement as we approach the second anniversary of its signing? What action has the Presidency taken or will it take to encourage those Member States which have not yet done so to initiate their respective ratification procedures? Does the Council not believe that there is a need for a European-level campaign to inform individual citizens and associations of the existence of this agreement, which constitutes the framework for the EU’s associative relationship with 77 countries in the developing world?"@en1
