"Mr President, Commissioner, I want to begin by thanking my esteemed colleague, Mrs Paulsen, for all the sound and skilful work she has done on this report. I support most of the content of the report and am pleased that the Commission is prepared to propose transitional arrangements for the cleansing of waste water. I think, however, that we are going too far in a number of areas. During the last part-session, we debated Mr Olsson’s report on the extent to which the existing BSE decisions had been implemented in the Member States. That was depressing, and there was not much to rejoice about. There are too many countries which cut corners, and that creates too many holes in the system for BSE to be combated effectively. Something needs to be done about this. We owe it to ourselves and, especially, to those countries which comply with the decisions. I am unable to support the proposed amendments to the regulations governing post-mortem inspection of blood, for which I do not believe there is any scientific justification. Nor have I been given any estimates of its economic significance for the Member States and the regions, and I fear it would involve major costs for smaller enterprises and, in particular, for slaughterhouses operating on a very small scale."@en1
