If you subsidise the takeover of quotas by other producers, obviously the producers who take over this production potential need some time to amortise their investment, about 7 or 8 years. If you say that you are going to stop paying them a subsidy within three years, then there is no point in their taking over the quotas. And I should also like you to explain the following contradiction. You say, Commissioner, that you will carry out a study to see what the possibilities are for other crops. Quite right too and we have been supporting that here for some time now; however, you yourself have replied to repeated questions which honourable Members have put to you in the past, saying that this is more or less impossible.
