". I can only reply be repeating my previous answer on this issue. It falls to each State to organise its representation in the Councils of Ministers and in Parliament in accordance with their own internal laws and constitutions. Mr Ortuondo gives some correct examples and some less correct ones, because it is true that there may have been some Belgian representation or, in some cases, some representation from a German but I do not remember ever seeing Scottish Ministers in any Council. Perhaps he is confusing the Scottish Secretary, who is a Minister of the Central British Government, with a representative of the Scottish Government. That is a great mistake. There should not be any confusion on this issue and I would like to make it perfectly clear that it is the governments which decide on their representation and there is therefore nothing more to say on this issue."@en1
