"Question No 39 by Antonios Trakatellis (): With regard to the decommissioning of units 1 and 2 of the nuclear plant at Kozloduy by the end of 2002, Mr Kovachev, the Bulgarian Energy Minister said on 8 January 2002 that his country will not be honouring its commitments to close down and dismantle the dangerous, old-style reactors, as provided by the revised partnership agreement between the European Union (EU) and Bulgaria, and the Sofia Memorandum, which Bulgaria signed with the Commission in 1999. How will the Commission ensure that the commitments contained in the partnership agreement to decommission units 3 and 4 will be honoured, and what stage has been reached in the decommissioning of units 1 and 2, given that all four units are unsafe and cannot be upgraded at reasonable cost? Can Bulgaria ask for the opening of negotiations on the energy chapter under the pre-accession process when it refuses to honour its commitments to the EU on nuclear safety and has not drawn up a new energy strategy to bring it into line with free market rules (production and pricing) and the opening of the market to competition?"@en1
