For information, I am referring to a previous Court decision which decided that, irrespective of whether a Member State had put implementing provisions in place arising from its decisions or the decisions of the Council or the Commission, citizens are entitled to benefit from those decisions. I am simply asking the President-in-Office of the Council if she can confirm that the outcome of this particular court decision means that citizens will benefit, whatever those benefits may be, from the date of the decision and that no Member State is entitled to seek to restrict that."@en1
