Despite the efforts of the rapporteur and most of the members of the Committee on Industry, External Trade, Research and Energy, there is no guarantee that there will be no discrimination against countries and regions whose business structure does not have the economic ability to take part in programmes aiming at the rapid transfer of knowledge in technological innovation, even though there may be scientific resources. Thus the efforts to ensure cohesion enshrined in the Treaty will not be enough to combat the loss of competitiveness that this will entail. The assumption behind the aims of the Lisbon strategy was full employment and exclusion, and not the opposite. Without being able to share in knowledge and take part in programmes, the less favoured regions will be left a long way from economic and social convergence."@en1
