"The Belgian Presidency has probably been the best presidency I have witnessed in the 18 years I have been a Member of this House. It is making an impact with the citizens. My question does not just refer to the Mobotu funds that are spread throughout Europe and lying dormant in banks or are perhaps being used by undesirable types. It also deals with the law in Belgium which apparently allows the arrest of people suspected of war crimes. There was the recent case of the Israeli Prime Minister being threatened with legal action. My question also relates to the historical responsibility of the European Union, including the presidency, for colonialism and for the atrocities committed in various states. For instance, would the President-in-Office tell me who so far has been charged with complicity in the murder of President Lumumba and the installation of the psychopath Mobotu, which resulted in great pain for the former colony of the Congo?"@en1
