"Mr President, I should like to join in congratulating the rapporteurs on their work. Obviously the whole area of new technologies is one that has presented us with many problems as well as boundless opportunities. Unfortunately, however, as with most new opportunities, these have been hijacked to a huge extent by people of criminal intent who use them for illicit means. Therefore the onus is on us to ensure that we can put in place proper controls and measures, not with regard to access, but ensuring that parents can make certain their children will not be endangered by these new technologies and also that there is cooperation amongst the law enforcement agencies across the Member States. I welcome the fact that in the reports there is a role for Europol and Eurojust as well as between the Member States. I also welcome the establishment of the forum on cybercrime. This is an important area where we can bring all the actors together, including the manufacturers of equipment who can put in place certain things that can help us.
Finally, it is a forward looking plan when we look at cooperation with the United States of America and other countries throughout the world, to ensure that this new technology can be used for the benefit of all of mankind and not for those who want to avoid our legal structures."@en1
