"Madam President, my group voted for the Watson report, which is an excellent and very comprehensive one. But it proposes very radical changes which can potentially pose problems for some of the Member States, particularly those in the front line of terrorism. Without a clear and mutually accepted definition of terrorism, states must be able to take whatever measures they deem appropriate to deal with these serious threats. However, this does not preclude the Member States from identifying those areas where there are difficulties in cooperation between Member States and finding ways to improve such cooperation. Effective measures need to be introduced to prevent the formation and activities of violent groups in Europe and collaboration between such groups. I commend Mr Watson on his report."@en1
