"Mr President, I should like to thank and congratulate all the rapporteurs. To pick up on something Mr Haarder has already mentioned, our duty and responsibility is to the countries of eastern Europe, not because of the gift that we give them but because of the new enthusiasm and spirit that they can bring into what is becoming a stagnating European Union. In particular I want to focus on Hungary. As one of the leaders and front runners for enlargement, it has proved itself capable of throwing off the yoke of totalitarian communism and building a new market-based economy, creating new opportunities in education, improving its infrastructure and industrial capacity and developing its tourism and agriculture. It has already completed 22 of its 31 chapters of accession to the European Union. I welcome the implementation of the SAPARD programme to help further rural development and community development within Hungary. In particular, I call upon the Commission to help alleviate some of the difficulties the Hungarian negotiators are facing with internal bureaucracies within the Commission and speed up that whole process. In conclusion, we must open our arms and welcome the rejuvenation that the arrival of the countries from central and eastern Europe will bring about."@en1
