I should like to use the opportunity provided by the resolution on macro-financial assistance to Yugoslavia to express my support for the assistance measures, even though they are minimal in comparison with the destruction wreaked in Yugoslavia by the NATO attacks. At the same time, however, I wish to express my categorical condemnation of the manner in which assistance from donors has been used to circumvent and disregard constitutional procedures in Yugoslavia in order to bring Milosevic to the Hague tribunal. It is financial blackmail and it offends every aspect of international law.
Of course Milosevic bears a huge responsibility for the crimes committed in the former Yugoslavia and he must be brought to justice, but to link financial assistance with anti-constitutional action within the interior of the country in receipt of the assistance, without the knowledge of its democratically elected president, perverts and undermines the very nature of the European Union's aid programmes."@en1
