"Mr President, President Bush’s visit to Europe is taking place partly in the context of his plans for a national missile defence system. This is supposedly to protect the United States against attacks from so-called ‘rogue states’ To put it mildly, we are not very enthusiastic about these plans and want a multilateral approach to the threat cited by the United States. For that matter that missile defence system will not protect the Americans against the threat of, for example, biological weapons, which can be spread in many ways. It is ironic but also tragic that the United States does not seem to want to cooperate in the strengthening of the convention on biological weapons. Biological weapons are easier to develop and spread than nuclear ones and the danger of these weapons can only be effectively combated with multilateral agreements and that includes an adequate monitoring mechanism for tracking those breaking the agreements. That mechanism is required urgently. Reaching agreement on this will mean at last another success in the struggle against weapons of mass destruction. The political conclusion of an agreement would be that there definitely are international alternatives to unilateral action in the security field."@en1
