". We are entirely in favour of aid for overseas territories, which centuries of colonisation and exploitation by European countries have kept in an underdeveloped economic situation. We must, on the other hand, express our reservations about the way in which the European Union is planning its aid for these regions, which it calls ‘outermost’, because the aid is not intended solely for the poor communities of workers and country folk but is also intended to support interests, whether or not they are native to these regions and which have no need of aid, by promoting ‘the spirit of enterprise’ as well. We are in favour of aid, but under different conditions. This is why we abstained, but voted in favour of the amendments likely to promote the interests of the working classes in these regions."@en1
