"Mr President, I would like to make it quite clear that the way this subject is being exploited for political ends is totally unacceptable, particularly the attempt to undermine the role played by the Catholic Church and the Holy See in those international bodies from which some would like to see it removed in order to further lobbies such as those behind this motion. I would like, first of all, to point out that the Holy See is one thing and the individual people belonging to the Catholic Church are another. The Holy See is not a State of which every Catholic is a citizen; the Holy See serves the universal community through its authority but it cannot be held responsible for every action of all the Catholics in the world, whether priests or lay people. This must be clearly understood to be a fact when we form opinions in a delicate matter such as this. Therefore, when the motion makes several explicit references to the responsibility of the Holy See, it is entering the realms of political exploitation, which must be totally rejected."@en1
