"The Minister will be aware that the Court of Justice is already deploying the Charter quite broadly in its jurisprudence. My worry is that we face a situation where the Commission, Parliament and the Court think of the Charter as binding but the Council does not, creating a situation that can only result in political and legal confusion. Will he promise that the Council will at least keep the impact of the Charter closely under scrutiny and review its status on a continuing basis?"@en1
