"Madam President, I also voted for the Buitenweg report on the European Parliament's estimates, also in relation to the 2002 budget, on the different areas of activity of Parliament and its bodies.
I voted for this report, but, I was thinking of something which is always on my mind when I am in Parliament, particularly when I hear some veiled criticism here and there – although very infrequently if the truth be known – that I might be wasting Parliament's time with my explanations of vote. I am thinking of all those debates and votes which we hold – and which you direct so well, Madam President – on opinions, statements and Commission proposals, that is to say on all non-legislative measures. In my opinion, we should decide to leave these debates of minor legal importance to the Parliamentary committees rather than holding them in the Parliamentary part-sessions."@en1
