"Madam President, we too in Euskal Herritarrok regret all victims of the ongoing conflict in the Basque country. At present the social atmosphere among Basque people is that of a besieged city, since the Spanish nationalists seem convinced that no decisive victory will be possible for them in next month's elections.
The repressive machinery is getting more and more elaborate and the practice of torture competes with the best Francoist performances, so the prevailing mood is one of fear and hatred. The Spanish mass media, out of sheer adulation of the government of José Maria Aznar, magnify this picture, asking for the surrender to Madrid of all autonomous powers.
Too often, this House has not been able to respond with timeliness and efficiency to developing conflicts. We shall remember what Commissioner Patten said last January: the important thing about conflict prevention is that it should be quick and effective. I would emphasise the word ‘quick’."@en1
