"Mr President, as I said earlier in the debate, and after consulting all the groups who appear to have given their agreement – though this will have to be confirmed – I would be happy to table two oral amendments which do not add anything new but which were forgotten in the haste with which our work was carried out. The first would come at the end of Recital E and would be to add: ‘as well as the Bamako Declaration made by 52 Member States of the Organisation of African Unity on light weapons and small arms’. The general opinion is that the declaration is important enough to be added. It was purely and simply omitted. The second oral amendment would come under point 2, in the fourth sub-point, and consists of a reference to the marking of weapons. I owe it to the subtlety of our fellow Members in the Group of the European People’s Party (Christian Democrats) and European Democrats for having taken this amendment on board and for having found a more appropriate place to insert it into the text, and I thank the group for that. In other words, this amendment should be inserted after ‘the manufacture’ in the third line of the fourth sub-point of point 2. It should therefore read: ‘concerning, for example, the manufacture, marking, transfer and supply of small arms and light weapons’."@en1
