Twenty-five per cent of the funds granted to Italy for the 1994-1999 programming period have not yet been spent. The Commission has set a final deadline of the end of 2001 for the funds to be spent. A similar situation arose in respect of the 1989-1993 funds, which resulted in the loss of around 3% of the funds allocated. Faced with the delays, the Italian regions and the Commission were forced to reprogramme investments, which resulted in the danger of having to grant funding to projects that were not compatible with the principles of environment-friendly development and the rational use of natural resources. Can the Commission guarantee that this will not happen again and that, if reprogramming is necessary, it will be directed towards investments that promote sustainable development (in sectors such as energy, transport, biodiversity, tourism, agriculture and human resources, etc.)? And if this is not possible, can it guarantee that the funds will instead be withdrawn? In particular, can the Commission provide assurance that dubious investments will not be made in the areas of road infrastructure, hydraulic works and the management of water resources, such as dams and channelling?"@en1
