"I voted in favour of this motion for a resolution. The public and technocratic institutions have been faltering in their handling of the BSE crisis – that much is clear. Yet, Members who meet farmers in their constituencies know the expectations of these groups and the difficulties they face. That is why the European Parliament must make its voice heard by relaying requests and proposals to the institutions on behalf of the agricultural sector. I therefore hope that the European Parliament will, in future, be able to have a more powerful role; moving market expenditure under the codecision procedure would be one of the important steps along the way to achieving this. For many years, I have been fighting to bring about a complete reform of the common agricultural policy. Not only have we waited too long, but also the crises that we are currently experiencing are, once again, turning the spotlight on the limitations of the policy, which have been evident for years. The Commission, until now, has been particularly overcautious in its proposals, which is something that I find deeply deplorable. What we must do now is to help farmers – not to produce more, but to produce better. Consumers have lost their confidence in farming and it can only be restored by developing sustainable agriculture. Public health must be the main priority of the CAP, an expectation not only shared by consumers, but supported by the whole of the farming community as well."@en1
