The Commission's memorandum on 'Targets for the Recruitment and Appointment of Women 2000' states that the proportion of women in A1 and A2 posts is to increase by 20% by 2005. According to the latest information in my possession, there are still only 3 women among the Commission's 49 Directors-General. It is, therefore, surprising that the Commission has again appointed a man as Director-General for aid and development despite the fact that there was a very well qualified female candidate. The selection board consisted of 8 men.
