In order to gain some insight into what happened, we need only bear the following in mind: last winter was the driest of the century and last December and January were the wettest in living memory. These factors meant that all of the country’s actions to control the floods failed. Furthermore, everything happened so quickly that unexpected deaths and floods occurred as a result.
