"Mr President, Commissioner, ladies and gentlemen, first of all I should like to express my support – in common with that of our Group – for this report by Mr Helmuth Markov. I particularly agree with his consideration that regional policy instruments should be directed towards sustainability, strengthening economic and social cohesion and, above all, creating skilled, economically viable, lasting jobs. This last condition is indeed fundamental for the proper orientation of the Structural Funds. As we all know, unemployment in the European Union is concentrated in the least economically and technologically developed regions, especially Objective 1 areas, and it is necessary that innovative measures should not just simply be technological in nature but that they should also be governed by an explicit desire for economic development and job creation. If this does not happen, we shall be unable to avoid the paradoxical situation in which the less well developed countries, having borne the effects of a substantial, dramatic migration, now see their technicians – trained at the great expense of their populations and perfectly able to work in the field of the new economy – forced to emigrate to richer countries with higher employment levels because of the lack of industries and businesses in which they can practice their professions in their own countries. Consequently, the innovative measures must not ignore economic and social development. In this context, the ERDF must also continue to perform its function of supporting the construction of modern infrastructure and the creation of businesses as necessary conditions for the development of the new economy and, indeed, the job creation associated with it."@en1
