"As Mr Bolkestein is aware, members of the Committee on Legal Affairs and the Internal Market, including myself, have expressed a certain concern in our previous dialogue about the risk of a proliferation of Community jurisdictions running alongside and in parallel with those of the Members. Hitherto the main thrust has been one whereby litigation is primarily focused in Member State courts but problems of interpretation of Community law are centralised in the sense of references to the Court. That has been a way of ensuring that the law is consistent throughout the Union and yet is locally administered. I would like to be assured that the Commission will consider very carefully the virtues of such an approach, because I suspect a proliferation of jurisdictions may, in the end, fragment our legal systems."@en1
