"Question No 11 by Alexandros Alavanos (): In its proposal regarding partnership arrangements between the EU and Turkey, the Commission indicates that the European Council is to re-examine the situation regarding unresolved differences, particularly with regard to their impact on accession procedures, so as to help ensure that they can be resolved within the International Court of Justice before the end of 2004 at the latest. In its own resolution (, Minutes of European Parliament Sittings of 15 November 2000), the European Parliament also points out that the judgment of the European Court of Human Rights in ‘Loïzidou v Turkey’ (No. 15318/89) has not yet been implemented and calls on the Turkish Government to comply with the decisions of the European Court of Human Rights. Does the Council intend to include in provisions regarding partnership arrangements stipulations regarding acceptance by Turkey of the jurisdiction of the International Court of Justice at the Hague and compliance by Turkey with the decisions of the European Court of Human Rights, in accordance with the unanimous wishes of the Council of Europe?"@en1
