". As you know, the Council adopted a common position on the revision of Directive 90/220/EC. The new text provides for much stricter conditions on the use and marketing of genetically modified organisms. The Commission considers that once this new directive has come into force, it will make it possible to improve the current situation. The Council, meanwhile, wishes to see this directive adopted rapidly in order to provide a stricter framework for the introduction of new GMOs onto European Union territory. The Council also wishes to point out that it is in fact up to the Commission to monitor the implementation of Community legislation. In transposing the directive into their national legislation, Member States will have to ensure that the directive in question is properly implemented and will have to send the Commission a brief factual report at each year end on the monitoring of the use of all products placed on the market, in compliance with Article 18 of the directive. Moreover, the Member States and the Commission meet regularly in order to exchange information on experience gained in the area of risk prevention related to the spread of GMOs in the environment. Finally, at the Internal Market, Consumers and Tourism Council on 30 November 2000, the Commission presented an information report on the labelling and traceability of GMOs. The Council will examine the Commission proposals at the Environment Council on 18 and 19 December."@en1
