"Madam President, I totally support this proposal since I was one of those who asked for this item to be entered. On many occasions Parliament has expressed itself in favour of a firm stand on the Kyoto commitments. I therefore feel that the European delegation at the Conference in The Hague was right to adopt this hard line. Now, however, we must, as a matter of urgency, work on a new draft declaration. I therefore think that we must proceed in the way you have suggested, until there is a resolution followed by a vote at our December part-session in Strasbourg."@en1
