I would just like to make the following clarification. There have been two committees of enquiry within this Parliament. Mr Martinez took part in the first one, and right here I have, if my fellow Member would care to consult it, his minority opinion, which was expressed in writing at the time of the Böge committee. We did not take part in the second committee of enquiry quite simply because we were excluded by the operation of the d'Hondt law and by the Rules of Procedure, or lack of them, in this Parliament. Not inviting us to participate is the best way to avoid having to listen to us. In any event, Mr Martinez gave his formal warning in 1990, a full 6 years before the first committee of enquiry."@en1
