"It is extraordinary that the EU is reviewing its cooperation with the ACP countries involved in armed conflicts. It is important to ensure that aid funds are not used for military purposes. However, the Member States must have the opportunity to provide support for building up democracy in dictatorships, both bilaterally and through the Commission. It must be possible to provide education in good administration in order to counter corruption and, in the same way, to support opposition parties. We cannot therefore support Paragraph 4, which states that aid can only be granted on condition that the country in question has a good administration and respects human rights and the principles of the constitutional State."@en1
