lpv:spoken text	". – Mr President, the Commission fully supports the decision of the UN Secretary General's special representative for Kosovo, Bernard Kouchner, to hold the Kosovo municipal elections on 28 October and the efforts of the UN mission in Kosovo, UNMIK, to organise these elections. Within the UN mission, OSCE Pillar III of UNMIK has lead responsibility for the elections. EU Member States provide the bulk of the OSCE budget, and the European Commission has also provided EUR 5 million for equipment for the registration process. The European Commission has full confidence in the ability of UNMIK to implement the results of the municipal elections in the short and medium term. The elections are an important step in involving the people of Kosovo in the running of their own communities."@en1
