"So that there should be no doubt about the fact that we are sympathetic towards admitting the new applicant countries, we have voted in favour of Mr Brok’s report. We nonetheless think that there are a number of factors in the report that are particularly open to criticism, as well as in the overall negotiations in connection with enlargement. We find much to criticise in the fact that the EU is going in and setting the agenda for internal factors, as well as linking participation in Economic and Monetary Union with the coordination of social policies. I refer in particular to paragraph 19 of the report’s draft resolution in which it is stated that the European Parliament ‘emphasises that acceptance of the provisions laid down regarding Economic and Monetary Union rules out any possibility of opting out and represents a commitment to a global, irreversible political project … which does not mean mere membership of a currency area but which greatly entails coordination of economic and social policies’."@en1
