". – I fully agree with the honourable Member when he says that science must inform our decisions and that is what happened in this instance. The relevant committee produced its report, as it is required to do in its area of responsibility which is of course risk assessment. That information was passed on to the Commission, since it is one of the EU institutions responsible for risk management. The Commission took the view, having regard to the advice contained in the documents sent by the relevant committee, that phthalates or toys designed to be placed in the mouth posed an immediate and significant risk to babies under the age of three. The Commission made a clear assessment of this issue. I submitted emergency proposals to the Commission as I am entitled to do under the General Product Safety Directive and my colleagues agreed that this was the appropriate to action to take in the circumstances. My colleague, Commissioner Liikanen, has adopted a more long-term approach to the whole issue of phthalates and placticisers in toys and so on. I wish to say once again that I agree that science must inform our decisions, and that, in my view, is what happened in this instance."@en1
