"In relation to the first issue raised, I do not suggest that the problem lies wholly with, as you say, incompetent project partners. What I am saying is that is the reason for some of the problems that have arisen. It is something I am concerned about and am seeking to address by making sure that there are clear guidelines, as you suggest, so you and I are fully in agreement on that point. With regard to the size of projects, since 1996 a total of 149 projects have been selected for over EUR 25 million, with an average amount of EUR 180 000 per project. Under the new health strategy we will reduce the number of projects and increase their value and impact, thereby using our limited human resources more effectively. It does not always follow that smaller projects are better than bigger projects, but if human resources are applied efficiently it will be for the betterment of the projects concerned."@en1
