"Madam President, as a member of the Committee on Development and Cooperation, I would like to express my distress at the outcome of the 13th Aids Conference in Durban, South Africa, which is at the very least alarming, and my deep concern for the future of the developing countries, particularly the African countries. This new resolution supplements the resolutions tabled last year in Lusaka, Zambia. However, sadly, the situation is tragic and has shown no improvement at all recently. On the contrary, it is assuming huge proportions if we consider that, in Africa, five people die of Aids every minute. The statistics presented by the experts are tragic, including the substantial population decline and the dramatic decrease in life expectancy in Africa, which will fall below the age of 45 by the year 2015. In the sub-Saharan area, as many as 10% of the population will be affected by the virus. I therefore feel that there is a need for the Commission and the Member States of the Union to make an intervention, in consideration of the European Union's major responsibility precisely towards developing countries. Indeed, I would argue that we should relate the cancellation of the external debt of the poor countries to the fight against the Aids epidemic, and it is precisely with a view to this that we support the request of the specific programme contained in the resolution. The Cairo EU-Africa Summit on debt cancellation procedures and the Durban Conference are, in fact, closely related. The grievous impact of Aids on economic growth and the close relationship between the fight against poverty and the fight against Aids requires coordination and closer and more effective cooperation between the WHO, the World Bank and the United Nations, with the involvement of the civil society of the countries concerned, the local Churches and the non-governmental organisations."@en1
