"Mr President, I voted for the motion and I congratulate the rapporteur, Mrs Jackson, who worked so hard to ensure that this recommendation on the practical organisation of environmental inspections becomes a directive. There is no point in Parliament adopting hundreds and hundreds of extremely important and useful directives and regulations if adequate, effective, practical monitoring is not then carried out in order to ensure that they are genuinely implemented and are of benefit to all the citizens of the European Union, particularly – as I said a moment ago – when it is a matter of environmental health, as it is in this case, and when failure to observe the rules causes harm, above all, to pensioners and the elderly."@en1
