"I had in fact forgotten to mention the fourth amendment, which, as it does not refer to expenditure, may appear less relevant, but it would be wrong to assume this. I simply wanted to say that one of Parliament’s amendments included the creation, in B5-671N, of a line for financing a ‘Rapid Reaction Facility’ which is designed – pursuant to the provisions of the Interinstitutional Agreement on budgetary discipline – to make it possible, thanks to a token entry, to allocate sufficient resources when the regulation is finally adopted. The Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy considers this a priority and I regret not mentioning it earlier."@en1
