"Question No 2 by Marie Anne Isler Béguin (): France is understood to be intending to launch an aqueduct scheme for transporting water from the Rhône to Barcelona, with the participation of the Lyonnaise water company. The water is apparently intended to be used to develop irrigated intensive farming in Catalonia. This scheme goes against all principles of sustainable management of water resources at the regional level. Is the Council aware of this scheme? Does the Council not take the view that such a course of action is contrary to the precautionary principle and the principle of preventive action in respect of the environment as laid down in Article 174 of the Treaty establishing the European Community, as it removes responsibility from the consumers of water which has been transported from elsewhere? What steps does the Council intend to take with a view to promoting a policy of sustainable management of water resources in the EU and in order that schemes for transporting water over long distances do not threaten the ecological balance in the regions concerned?"@en1
