"It is extraordinary that the European Union should wish to implement a security policy designed to prevent and solve conflicts. The European Union possesses political, economic and diplomatic resources for this purpose. True, the resolution says it is desirable that non-military measures should be used first, but the possible use of military forces is not excluded.
