The forthcoming export of P-90 revolvers to Mexico is further proof that Belgium is not very particular about human rights. Following the insurrection in Chiapas there is evidence of increasingly serious violations of human rights in Mexico, with torture, arbitrary arrests and 'disappearances' etc. The European code of conduct on arms exports, adopted on 8 June 1998, prohibits exports of arms to countries where there is a risk of the arms being used in an internal conflict.
Does the Council feel that these supplies of arms to Mexico are in conformity with the European code of conduct?
If so, is there not a case for tightening up the code of conduct?
If not, what will be the Council's response to the Member State involved, Belgium?"@en1
