Much time has been devoted so far at the Intergovernmental Conference to issues such as the need to revise the decision-taking procedure in the Council of Ministers and the number of Commissioners. Little attention has been paid, on the other hand, to the need for a substantive increase in Community budgetary resources so as to facilitate the process of enlargement and to enable the Union to address the increasingly difficult tasks facing it both domestically and in external policy.
How does the Council view the prospect of a substantive increase in Community budgetary resources, what could be the 'ceiling' of such an increase and how realistic is such an objective under present conditions?"@en1
