"Mr President, we shall shortly be debating Mrs Lalumière’s motion for a resolution on European security and defence. It is an important proposal and we each have an opinion on it; however, I think that, if we are to hold a proper debate on this important issue, we should have received the amendments in time. We requested the amendments this morning between 8 and 8.30 and they were not available. This means that, when the time comes to vote on these amendments, we shall be unable to debate them first. Because this also happens with other debates, I should like to ask for measures to be taken so that we receive amendments in time, before reports are debated in plenary."@en1
